स्व. वसंतराव नाईक शेती स्वालबन मिशन यांनी महाराष्ट्र सरकारला  विदर्भ व मराठवाडा कृषी संपविण्यासाठी १०  कलमी एकात्मिक कार्क्रम सादर केला असुन  कोरडवाहू क्षेत्राच्या आत्महत्या संपविण्यासाठी तसेच ग्रामीण आर्थिक  संकट संपविण्यासाठी महाविकास आघाडीचा हा कार्यक्रम देशात स्वीकारला जाईल असा दावा मिशनचे अध्यक्ष किशोर तिवारी यांनी महाराष्ट्राचे मुख्य सचिव सीताराम कुंटे यांना १० सूत्री सादर केल्यावर केला . 

सध्या विदर्भ मराठवाडा उत्तर महाराष्ट्र खानदेश गंभीर कृषी संकटात असून तेथे १९९८  पासून शेतकरी हजारोच्या संख्येत आत्महत्या  करीत आहेत. सर्व मदत पॅकेजेस आणि कर्जमाफीचा हा प्रश्न सोडविण्यास अपयशी ठरले असताना संकटाचे मूळ प्रश्न चुकीचे धोरण असल्याचे  किशोर तिवारी यांनी  नवनियुक्त मुख्य सचिव सीताराम कुंटे यांना  भेट घेऊन पुराव्यासह सादर केले  . मुख्य सचिव कुंटे यांनी गंभीर दखल घेत हा १० सूत्री कार्यक्रम कृषी विभागाकडे पाठविली आहे व अंमलबजावणीसाठी आवश्यक ती पावले उचलण्याचे आदेश दिले आहेत 

किशोर तिवारी यांनी सादर केलेल्या  शेती व ग्रामीण संकटावर मात  करण्यासाठी  दिलेल्या १० सूत्रीमध्ये  राज्य आणि देशातील जागतिक बाजारपेठेच्या मागणीनुसार पीक पध्दतीकडे लक्ष वेधणे ,कर्जमाफी न करता सुधारित पत पुरवडा धोरण .  जीवननिर्वाह करण्यासाठी जोडधंदा व्यवस्थापन, उत्पन्नाची वाढीसाठी शाश्वत प्रयोग , सिंचन, जलसंधारण, मातीचे आरोग्य पुनरुज्जीवन, प्रभावी पीक विमा आणि योग्य वातावरणातील बदल या विषयासह योग्य जोखीम व्यवस्थापन, जागतिक मागणीला धरून कापुस व इतर शेतीमालासाठी योग्य प्रोत्साहन, कडधान्ये व तेलबिया पिकांचे प्रोत्साहन, व्यावसायिक गुणवत्ता आरोग्य आणि शिक्षण ग्रामीण पायाभूत सुविधा, अन्न सुरक्षा आणि स्थानिक प्रशासनाच्या गुणवत्तेत सुधारणा  यामध्ये समावेश आहे 

शेतकरी आत्महत्या कृषी संकट या  प्रलंबित प्रलंबित प्रश्नांवर लक्ष केंद्रित करण्याचा पूर्वीचा प्रयत्न  मदत पॅकेजेस कर्जमाफीच्या अनुदान भरपाईच्या स्वरूपात पाच लाख कोटी रुपये खर्च  कृषी संकट निराकरण झाले नाही तर मुक्त अर्थव्यवस्था, चुकीचा दिशाहीन  हस्तक्षेप यामुळे निराकरण करण्याच्या दिशेने दुर्लक्ष करण्याच्या कारणामुळे  १० मुद्द्यांच्या सुत्रीकडे केंद्र सरकारला सुद्धा राज्य सरकार मदत मंगनार आहे  , किशोर तिवारी यांनी यावेळी महिती दिली . 

किशोर तिवारी यांनी महाराष्ट्र राज्य सरकारला आग्रह धरला आहे कि वसंतराव नाईक मिशन देशातील  एकमेव संस्था आहे जी ग्रामीण आणि कृषी संकटाच्या सर्व प्रश्नांकडे लक्ष देत आहे कारण ती केंद्र व राज्य सरकारच्या सर्व कल्याणकारी योजना आणि कार्यक्रमांचे निरीक्षण करीत असते .  कृषी, फलोत्पादन, कृषी वनीकरण, आदिवासी, समाज कल्याण आरोग्य, शिक्षण, ग्रामीण पाणी, महिला सबलीकरण, ग्रामीण प्रशासन यावर चोख कामामुळे मिशनला कोणताही निधी खर्च न करता भूजल पातळीचे सध्याचे प्रश्न, राजकीय हस्तक्षेप आणि वृत्ती, योग्यता, स्थानिक नेतृत्त्वाची अडचण, या समस्येवर सरकारचे लक्ष वेधण्यात व कार्यक्रमाच्या अंबलबजावणी सुद्धा सुधारली आहे . आता ग्रामीण  जीवनशैली आणि विषारी अन्न आणि पिण्यायोग्य पाण्यासह  भू पाण्याची  स्थिती सर्वात वाईट बनवित आहे म्हणूनच विदर्भ आणि मराठवाडा कृषी व ग्रामीण संकट मत करण्यासाठी  सर्व मुख्य समस्या सोडविण्यासाठी मिशनने विस्तृत योजना तयार केली आहे  आहे. महाराष्ट्राला शेतकरी आत्महत्यांच्या  काळीमा फासणारा कलंक फुसण्यासाठी सरकारने १० सुत्रीवर भ्र्रष्टाचार मुक्त वातावरणात सहकार्य करण्याची मागणी सुद्धा किशोर तिवारी यांनी मुख्य सचिव सीताराम कुंटे यांना केली आहे .

Late Vasantrav Naik Sheti Swalban Mission VNSSM has urged  Maharashtra Govt. to implement 10 point Integrated  Agenda to end Vidarbha and Marathwada Agrarian  and Rural crisis to End Saga of Farmers  Suicides of dry-land region Vidarbha Marathwada North Maharashtra Khandesh which is  under severe agrarian crisis where farmers are killing themselves since 1998 . as core issues of crisis where not addressed any time all relief packages and loan waivers  has failed to address the issue , Kishore Tiwari chairman who met newly appointed chief secretary of state Sitaram Kunte yesterday ,informed to in a press realise today. chief secretary kunte has taken serious note and forwarded it's to agriculture deptt. to take the necessary steps to implement it.

The 10 points agenda  to address the core issues of this agrarian and rural crisis VNSSM has asked state to address input cost reduction and output cost intervention ,shifting to crop pattern as per demand of local and global market , to stop frequent failure the credit  cycle  new farm crdit policy , secondary livelihood management income activity ,core issues of irrigation ,water conservation, soil health revival , proper risk management with effective crop insurance and climate change issue , proper incentive for agro forestry ,promotion of pluses and oilseed crops ,professional quality helath and education rural infrastructure ,food security  and improvement in the quality of local governance , Tiwari informed .

integrated agenda furthered asked state that the earlier attempts  to address this long pending issues on which state has spent more than Rs. 5 lakh crore in form of relief packages loan waiver subsidies compensations but present agrarian crisis has not been resolved moreover it has been triggered due to hostile administration and multiple issues related social engineering ,open economy ,ill intended intervention hence to relook in to direction of redressal on the 10 issues which are listed above provided central govt. ,Tiwari added.

Tiwari urged Maharastra state govt. to give support VNSSM as VNSSM is only body in India which has been set to address all issues of rural and  agrarian   crisis as  it's  monitoring all welfare schemes and program of central and state govt. in the field of agriculture ,horticulture ,agro forestry ,tribal, social welfare health ,education ,rural water ,women empowerment ,rural administration , Tiwari said .

Present ground level issues ,political intervention and issues related to attitude ,aptitude ,local leadership conviction to address the issue ,mess in fund flow and acute shortage of local functional staff and in adding fuel in these crisis coupled with lifestyle and toxic food and portable water is making the ground level condition worst hence VNSSM is having detail plan to address all core issues of present agrarian and rural crisis of Vidarbha and Marathwada Agrarian  and Rural crisis to End Saga of Farmers  Suicides provided era of directionless  relief packages ,loan waiver subsidies compensations is stoped , Tiwari urged .

Kishore Tiwari chairman of VNSSM ,Maharashtra Farm Task Force to tackle agrarian crisis in farm suicide affected region of dry land has welcomed decision of Union Ministry of Agriculture and Farmers Welfare, in consultation with the Ministry of Food Processing Industries, to implement  the programme of One District One Focus Produce (ODOFP) in which  identified products need to be promoted in a cluster approach through convergence of the Government of India schemes, to increase the value of the products and with the ultimate aim of increasing the income of the farmers.

In Maharashtra MVA Govt. has already   decided to run pilot project of doubling the income of farmers in the most affected agrarian crisis hit region of Vidarbha and Marathavada where farmers are killing themselves due to debt, uncontrolled investment against loss making mono cash crop pattern hence  the programme of One District One Focus Produce (ODOFP)  of union govt. is in line with MVA Govt. project to focus on core issues crop, cost and credit  as only integrated approach through convergence of the Government of India schemes, to increase the value of the products and with the ultimate aim of increasing the income of the farmers is only ray of hope to have reforms in agriculture practices of the farm suicide region of Maharashtra ,  Kishore Tiwari said.

In Maharashtra at present 80 percent area under cultivation is covered by cash crops like cotton soybean and sugarcane which are forcing the farmers in losses due to global demand supply equation moreover climate change and aggressive mono crop cultivation has not only lost productivity of soil and severe surface and ground water crisis but heavy use chemicals are causing grate health hazards in society hence shifting the crops of international demands with local post processing facilities and international market linkages is the long pernding demand which can be fulfilled in the programme of One District One Focus Produce (ODOFP)  of union govt. hence ,we support the scheme ,tiwari added,

The list of products under the One District One Focus Produce (ODOFP) programme has been finalized after taking inputs from the States/UTs and deliberations between Ministry of Agriculture and Farmers Welfare and Ministry of Food Processing Industries needs some changes hence ministry should relook into it , Tiwari urged 

Maharashtra hopes that    Department of Agriculture, Cooperation and Farmers Welfare will take steps to support ODOFP from by giving  separate funding along  its on-going centrally sponsored schemes such as MIDH, NFSM, RKVY, PKVY and  Ministry of Fisheries, Animal Husbandry and Dairying have also been requested for similar convergence to make the programme robust and sustainable and will help in making the programme a success.

Maharashtra Governments is already planning for  implementation of the programme which can benefit farmers and provide support for realizing the expectations of value addition and subsequently enhancing agri export,Tiwari said .
